Investlesprom group: ready for a dialog with European Community

On June,
2, 2010 in RF Ministry of Commerce and Industry there was held the fourth meeting
of forest industry complex sub-group within Dialog of Russia & EU in the
field of industry, business and technical regulation. Among matters under discussion there were current state
and development prospects of wood processing, pulp and paper and furniture
industries in Russian Federation and EU and other questions of mutual interest.
Russian side in particular informed EU’s delegation about the course of technical
schedules development regarding products’ security ensuring at the market of
customs union of Russia, Kazakhstan and Belorussia. At the meeting Director of GR & PR, JVC “Investlesprom”, Alexandr Boikov,
made the report “About priority investment projects realization in the field of
forest utilization”.
In his report A.Boikov said, in particular:
- Created in 2006 Investlesprom group at present time is one of the largest
forest industry companies in Russia by business-units quantity, assets size and
produced products assortment.
Since 2008 till now as a result of joint work with Ministry of Commerce and Industry
of Russia three investment projects of
the company in the field of forest utilization have got the priority status:
big-size plywood production at Vyatski plywood mill, Sokol’ski wood processing
mill development, Segezha PPM reconstruction in Republic of Karelia. Together with
the authorities of Perm’ and Vologda regions with the support of Ministry of
Commerce and Industry the company solves the task of coated papers production
development in Russia. We plan other investment projects as well; in particular
Medvezh’egorsk forest industry complex modernization and Onega sawing and wood processing
mill development.
For the outlined large-scale modernization we will need significant financial
resources. We are negotiating with equipment suppliers, leading financial and
insurance companies of Europe about projects’ financing. At present time due to
economic decrease Russian bank system in uncapable of ensuring projects’
crediting consistent in scale and terms. The current loan capital value in RF
is significantly higher than in EU which strongly raises the price of
investment and extends pay-back periods.
In the next three-five years at the territory of North-West federal region several
priority investment projects will be realized by large pulp and paper and wood
processing enterprises. That is why the issue of sustainable provision by economically
reasonable raw wood is especially urgent for these enterprises. Specifically
the realization of priority investment project of Segezha PPM modernization (“Polar
Bear” project) by Investlesprom company in Republic of Karelia assumes the
introduction into conversion of additional 1.5 mln. cub.m. of coniferous and
deciduous wood.
To solve this problem a range of large pulp and paper enterprises: Arkhangelsk
PPM, “Kondopoga”, of Investlesprom and “Ilim” group – addressed to the Russian
Government a request to permit the organization of purposeful forestries at leased
areas to procure raw material of specified assortment and species parameters.
We are ready for a dialog with profile bodies of European union with the
participation of Ministry of Commerce and Industry and other authorities of
Russia, concerning financing and raw wood procurement for the projects applying
intensive forest use scheme.
INFORMATION
• At present time Investlesprom company has implemented the priority
investment projectof big size
plywood production at Vyatsk plywood mill. Investments volume is 3.3 mlrd. rubles.
The project is completed; products’ output is about 50 thous. cub.m. 700
additional workplaces were created.
• Another project acknowledged as priority one is the project of Sokol’ski wood processing mill development. Investments volume is about 1.2 mlrd.
rubles; project’s completion is to be in 2013. As a result of its
implementation glued beam housing sets quantity will increase by 60%, skeleton
and panels houses quantity – 15 times, wood processing products production – 14
times. 400 additionalworkplaceswillbecreated. • According to Segezha
PPM reconstruction project it is planned to construct in Republic of
Karelia by 2012 a pulp plant with 800 thous. tons per year capacity. Investments
volume is more than 42 mlrd. rubles.
